The alert itself can be more useful than a later search screen. It reports the event supplied by the participating agency. Even then, the event name needs context. Bail can end physical jail custody while a court case continues. Transfer can end one agency's custody while another begins. Parole begins supervised release from a state sentence. Escape is not an authorized release at all.

If no one answers, the service may leave a message and keep calling for 24 to 48 hours, or until the PIN is entered. A person who forgot the PIN or needs to change a registration can call the same main number and press 0 for an operator.
Phone notices should be written down as heard. Record the event type and the agency named in the message. Then call that agency when the difference between bail, work release, parole, transfer, and physical discharge matters. The PIN only acknowledges the message. It does not certify its legal meaning.
Franklin County SAVIN Confirms Participation
Franklin County provides an unusually clear local layer. Its SAVIN page links residents to the state service, and the District Attorney's notification FAQ names bail, work release, parole, and escape as notice events. This local statement removes doubt about county-jail participation. It also shows why every notice must be read by event type.
Work release is a strong Franklin County example. The county runs that program from the jail's Pre-Release Unit. Court eligibility is followed by a jail assessment, and an approved participant remains under jail rules. A work-release notice therefore does not, by itself, establish final discharge from confinement. Likewise, a parole notice describes conditional release under supervision, while bail concerns release during a pending case.

Confirm Franklin County Release Events

Ask whether the event was community release, jail-based work release, or transfer. A court docket can explain bail, sentence, or another order, but the jail record establishes when physical county custody ended.
For a state prisoner, use the PA DOC Inmate/Department Supervised Individual Locator. Its Department-supervised side can show a person on state parole and uses an actual field labeled “Release Date.” It excludes people held solely in county facilities. It also is not promised as a permanent archive after full discharge. A specific DOC release or discharge record is the fallback when a former state prisoner no longer appears.
VINELink is not the correct search for BOP or ICE custody. Federal sentenced records belong in the BOP locator, while immigration detention belongs in the ICE locator. A person can leave Franklin County custody through a transfer and still remain confined. Confirm the receiving agency before describing any county departure as release to the community.
